Mark,
As far as I know, the Western Railway line rail trail is nothing more
than a dream now.
Where exactly do you want to go? There are several reasonable routes
between Penrith and the M7.
For instance, see

(via Orchard Hills, which as it's name suggests, is quite hilly)
http://www.bikely.com/maps/bike-path/Rooty-Hill-to-Minchinbury-Shared-Path
(only short, and you probably know of this anyway)
I haven't plotted the other routes on bikely as yet, but am happy to
ride them with you if you like.
